The University was established for the introduction and promotion of the open and distance education system in Jharkhand — to provide educational opportunities to those who are unable to enter formal education and wish to upgrade their education or acquire knowledge in various fields through distance modes such as print medium (correspondence courses), contact programmes, study centres and mass media. Its mandate explicitly extends to widening access to higher education for large segments of the population, and in particular the disadvantaged groups: those living in remote, rural and tribal areas, including working people, housewives and other adults who wish to upgrade or acquire knowledge through studies in various fields.
